Leading Fleets and Technology Suppliers Support First Ever Federal Fuel Efficiency/Greenhouse Gas Standards For Heavy-duty Vehicles

Date: August 9, 2011

WASHINGTON:  A group of some of the largest U.S. fleets, engine manufacturers and advanced technology suppliers today endorsed the Obama Administration’s announcement of the first-ever fuel efficiency and greenhouse gas (GHG) standards for medium and heavy duty vehicles.

The Heavy Duty Fuel Efficiency Leadership Group, an informal alliance formed in 2009, includes the following companies:

•    Con-way Inc.
•    Cummins Inc.
•    Eaton Corporation
•    FedEx Corporation
•    Wabash National Corporation
•    Waste Management, Inc.

“The U.S. Environmental Protection Agency and Department of Transportation in coordination with the State of California have today finalized new fuel efficiency and GHG standards that will achieve important U.S. environmental, economic and national security benefits over the next decade,” the Group said.

When EPA and DOT first proposed the new federal rules the Agencies projected a savings of 500 million barrels of oil and an estimated $35 billion in net benefits to truckers over the life of the program.

The new federal regulation emphasizes the rapid deployment of existing technology for commercial vehicles ranging from long haul tractor trailers to vocational vehicles to work trucks.  It also provides incentives for the development and deployment of innovative technologies, including waste heat recovery and hybrid power systems.

In April 2010, the Group committed to work with the Administration to establish this regulation through the submission of a letter and principles signed by each company’s Chief Executive Officer (CEO).  “The regulation finalized today largely meets the principles that we outlined over a year ago.  We are pleased that the agencies listened and responded with a regulation that will preserve the ability to build and acquire vehicles needed to perform the diverse work in our economy while returning fuel cost reduction benefits in a reasonable timeframe,” stated the Group.

"We applaud the Administration’s support and collaboration in establishing these important fuel economy standards for medium and heavy-duty trucks,” said Douglas W. Stotlar, president and CEO of Con-way Inc.  “This is an important milestone for our industry and our country. We are pleased to be part of a realistic solution that will ultimately help reduce greenhouse gas emissions and conserve natural resources by helping to increase the fuel efficiency of our industry.”

"This regulation and the process used to establish it are a model for how government and business should work together to meet energy, environment and economic goals," said Tim Solso, Chairman and Chief Executive Officer of Cummins Inc.  "We appreciate the leadership of EPA and DOT in reaching out to a wide range of stakeholders and creating the first-ever commercial vehicle standards.  Cummins is already well along the path of developing the engines that our customers can depend on to meet these requirements and their needs for improved efficiency.  Having a clear set of standards allows us to invest in technologies that we will use not only here in the United States but globally."
"The new standards provide important incentives that will serve as a catalyst for deploying new fuel-efficient technologies such as hybrids and advanced drivetrains," said Alexander M. Cutler, Eaton chairman and chief executive officer. "Eaton stands ready to provide production-ready solutions that will help our customers achieve operational savings and our nation tackle two critical public policy goals: improving fuel economy and reducing greenhouse gas emissions in commercial trucks on America's roads. We are committed to work with our customers to make vehicles, large and small, cleaner and more efficient."
“The new Federal Standards for Heavy-duty Vehicles will support Waste Management’s fleet sustainability goals.  In 2007, we set a goal to increase our fuel efficiency by 15 percent and reduce our fleet emissions by 15 percent by 2020.  Achieving this goal will yield significant benefits by that time, including savings of approximately 350 million gallons of fuel and about 3.5 million metric tons of CO2"  David P. Steiner, Chief Executive Officer, Waste Management

“Commercial vehicles account for approximately 20 percent of transportation’s fuel use, so fuel efficiency standards are essential to spur affordable and widely available cleaner delivery vehicles,” said Frederick W. Smith, president, CEO and chairman of FedEx Corp.  “In early 2007, we testified in front of the U.S. Senate, calling for fuel efficiency standards for medium- and heavy-duty commercial vehicles. Today’s progress is a win for the transportation industry, for the environment and for all Americans as we seek to decrease U.S. dependency on oil.”

“Enacting an aggressive fuel economy standard presents the opportunity to substantially reduce the nation’s oil consumption, thereby improving our economic and national security,” said Robbie Diamond, President and CEO of Securing America’s Future Energy (SAFE). “Establishing the first-ever fuel economy standards for medium and heavy duty trucks is a critical component of ensuring that every drop of oil used in the transportation sector, whether it be from long-haul trucks or light-duty cars, is part of a comprehensive fuel efficiency strategy.”  SAFE has collaborated with the Leadership Group in its efforts to support and inform the new truck standards.
